On suggestions of preliminary promotion activities, it has been considered that significant differences in MRT systems still exist between urban and rural areas. Therefore, for promoting Total Quantity Control of mobile source emissions, respective planning shall be made for Metropolitans with MRT systems, Metropolitans without MRT system, and Non-urban Areas. Where Metropolitans with MRT Systems shall include Taipei City/ Taipei County and Kaohsiung City/ Kaohsiung County; Metropolitans without MRT system shall include Keelung City, Taoyuan City, Hsinchu City, Taichung City, Chiayi City and Tainan City; all the rest shall be in the list of Non-urban Areas. Suggestions on the preliminary promotion are compiled in details as shown in Table 1~3, including proposed promotion measures, suggested promotion areas, instructions and responsibilities for different parties.

Eight scholars and experts from different countries were invited to discuss issues including: I. Vehicle Management and Elimination Strategies by Emission Level; II. Regional Vehicle Control and Congestion Charging Strategy; and III. Enhancement of Public Transportation for Environment. Relevant seminar materials were provided on the EPA website for public download by interested people, so as to expand the extent of participation. Projects Achivement Presentation was held on April 23, 2008, at Da Sha House of Chinese Culture University. The main subjects of discussion including Reviewing Estimation of Air Pollution Emission from Mobile Sources and Achievements on Monitoring of Motorcars, Motorcycles and Diesel Vehicles repectively. Via this convention, relevant programs were integrated for further improvements.
