Pollution reduction in the initial production process, wastewater treatment unit design and on-site operations all offer considerable room for improving effluent water quality. Factories will submit improvement plans to be incorporated into environmental authority controls for use in rechecking and auditing controls
Significant progress has been made since the EPA targeted 1,500 firms for assistance in FY 1998. Firms that have received assistance account for 80% of Taiwan’s industrial effluent.
The Plan calls for assistance to be provided to a total of 730 sites this year and a further 600 firms next year (of which, 500 are in industrial parks). In addition, 130 firms (100 in industrial parks) listed in 1998 for control, will be rechecked and audited next year. This should mean that firms having received assistance would account for 90% of total industrial effluent. Apart from the pollution sources comprised by the firms that have already received assistance, factories located within a specific distance of minor rivers (excluding main and tributary rivers) and irrigation ditches will also be targeted for assistance.
FY 1998 assistance projects resulted in cases of improvement that were too scattered to have much effectiveness. In recent discussions, the EPA, academics and environmental group representatives, concluded that the goal of assistance work in 1999 should be restoring river basin water quality. Over a three-year period, diagnosis and assistance work will be carried out with the target of improving water quality in 50 major and tributary rivers nationwide. In addition, reduction targets will be used to assess the effectiveness of assistance work.
In the future, to calculate a firms reduction targets, local governments should subtract the permitted concentration units from the actual concentration units discharged. This figure should then be multiplied by the total volume of effluent discharged. The auditing record of a firm before and after receiving assistance will be carefully compared to determine the effectiveness of assistance received. In addition, apart from factory effluent, the changes in water quality at monitoring stations located in river basins will also be used to assess the effectiveness of assistance work.
In response to recommendations from academics and experts, the EPA will strengthen the monitoring of sludge due to its close relationship to the effluent treatment process. In addition, the EPA has developed a unified registration form that enables data to be efficiently compiled to reflect the results of assistance work.
Due to a freeze of subsidies from the Taiwan Provincial Government, FY 1999 work for the assistance plan was moved to county and municipal governments, thereby resulting in delays. The plan commenced on October 1 with an average of 90 firms targeted for completion each month, including organization and analysis work for all statistical data.
