Moreover, air pollution reduction for cross-bureau/cross-air-quality-area was promoted, 2 session-times of “air pollution quantity reduction action plan meeting” and three session-times of “Hsinchu-Hsinchu-Miaoli air quality area exchange meeting” were made, and related cooperation topics was studied too.
According to pollution prevention statement, 41 control strategies for fixed source, mobile source and fugitive source were prepared and promoted, meanwhile, through rolling review, the implementation direction was corrected, in 2018, the goal achievement rate was above 95%. In addition, according to 2018 action plan for quantity reduction of air pollution of Hsinchu county, 15 items of localized implementation performance strategies and goals were prepared. In 2018, the achievement rate was above 100%.
In order to promote the change of boiler’s fuel to cleaner fuel such as natural gas, the present operation situation of 196 boilers were surveyed, and the network drawing for natural gas pipeline was set up, meanwhile, plant with willingness for improvement was selected for making burning efficiency and heat loss survey for the boiler so as to evaluate the economic effectiveness for changing to natural gas. And the instructed targets included Taihong Circuit Ind., TOA Resin Corporation and SEKISUI, and outsourcing for natural gas replacement plan and setup engineering has been finished, and operation will be expected to be in 2019.
In order to encourage the public to use Clean Air Zone, Jui-Kuang Clean Air Zone has been applied as environmental teaching facility and site for implementation of environment teaching training course, meanwhile, sketch competition for students in the Hsinchu and Miaoli air quality zones was implemented. Growth history database for arbor was set up, and two dimensional barcode was hung on the bole of the tree as tour guide for the public. In this year, greening plan for setup of sanitary landfill site for land number 59, 76 and 77 for Cheng-Kung section of Hsinpu township and river highland beach (first term) clean air zone setup plan of Touqian River were submitted to environmental protection bureau, after finishing the construction, there will be 14 clean air zones in this county, and the area will be added to 74.72 hectares.
