According to a survey undertaken by the EPA, non-point source effluents create five to 154 times more phosphorous pollution in major reservoirs than point source emissions. Heavy rains cause erosion of mud, sand, and nutrient compounds, which are the major causes of reservoir silting and eutrophication.The EPA says that EIA Evaluation Committees will usually request developers of large scale projects to propose and then implement strategies to prevent non-point source pollution. However, environmental protection units must find other means to control non-point sources which do not fall under the scope of the Environmental Impact Assessment Law. Construction projects in urban areas cause massive surface water runoff and blockage of drainage ditches, but environment protection units can only penalize builders who violate the Waste Disposal Act. This is insufficient deterrent. To strengthen control of non-point source pollution, the Bureau of Water Quality Protection is actively drawing up a policy for the future.Pollution caused by construction projects is being addressed on both a superficial and a fundamental level. On the superficial level, the EPA says that within water pollution control zones, local governments are empowered by Section 5, Article 28 of the Water Pollution Control Act to injunctions against activities which cause water pollution. On a more fundamental level, the EPA is studying the possibility of declaring the construction industry to be among the industries governed by the Water Pollution Control Act. This would compel the construction industry to comply with effluent standards (such as sedimentation pools and worker effluent outlets). Construction activities must undergo a Water Pollution Prevention Plan seek approval from the relevant authorities. Builders would have to obtain discharge permits and abide by the provisions of the Regulations Governing Industrial Water Pollution Control Measures and Effluent Management. The EPA is currently studying the scope of the construction industry's inclusion, and also plans to include farms among the industries targeted by the law.An EPA official has stated that the most effective means of controlling non-point source pollution is to adopt "Best Management Practices" (BMP). The EPA has initially compiled BMPs for various land use activities (see table), and will soon proceed with parameter testing and specification. The EPA will then study BMPs for controlling non-point source water pollution and put them into broad use. For industries that must submit water pollution prevention plans, the EPA will, according to the stipulations of Articles 44-46 of the above mentioned regulations, require that these plans include BMP's. The EPA says that major public construction projects that fall under the purview of the law will be subjected to greater scrutiny to determine whether they have abided by the conclusions of the EIA evaluation. If they are discovered to have had a negative impact on the environment, then the developer will be required to submit response measures.Another approach is to use drinking water regulations which designate drinking water source water quality protection zones. An official in the Bureau of Water Quality Protection has stated that the plotting and establishment of these zones will be completed by May 20 next year. The fastest progress has been for zones along the Kaoping River, which should be formally announced by the end of this year. After the zones have been formally established, the EPA will prohibit the application of chicken manure within their bounds, thereby reducing water pollution created by vegetable farming in mountainous areas.Attacking the problem of non-point source pollution from several other directions, the EPA is integrating the water resource plans of all government organizations, and undertaking an educational and publicity campaign (directed primarily at major road construction projects and large-scale farms) about BMP's for various industrial and agricultural activities.
