Companies and sites within eight industry types will be eligible to receive assistance. These industry types include 1) general waste incineration facilities, 2) companies that have passed an environmental impact assessment (EIA), 3) companies that have received an EPA environmental protection award, 4) companies which products have been awarded the Green Mark(Taiwan's eco-label), 5) companies in the construction industry, 6) companies listed in the EPA's Public Safety Awareness Program (such as the electroplating industry), 7) companies that have received assistance from the air pollution control funds, and 8) industry groups that were not included in the Industrial Development Bureau's (IDB) 1996 and 1997 ISO 14000 assistance programs but that must apply for an air pollution permit.The Bureau indicated that companies that receive assistance this year must team up with an IDB registered ISO 14000 consulting organization and submit an application to Kind Consulting Company. The consulting organization must meet the regulations specified in the Environmental Management and Consulting Organization Application, Registration, and Evaluation Guidelines. The teams for this year will be selected through an evaluation committee.In terms of the costs of receiving assistance, general waste incineration plants shall receive full coverage of consulting fees up to NT$1 million per factory. The other seven categories of small- to medium-scale companies shall receive NT$400,000. The remaining companies shall receive NT$300,000. In addition to EMS assistance, this program also includes a conference to be held following assistance activities in order to share and promote the EMS experiences gathered.The EPA indicated that voluntary conformance to EMS standards is a major international environmental protection trend. Taiwan companies, therefore, should take full advantage of this opportunity by becoming ISO 14001 certified. Through the voluntary reduction of pollution, these companies can both raise their own competitiveness and make a contribution to environmental protection.As an encouragement to companies that have already received ISO 14001 certification, the EPA is considering reducing the frequency of inspections. However, to make sure that the companies are truly continuing to voluntarily reduce pollution levels, the EPA has already contracted with professional institutions to perform random investigations. If the results of the investigations run counter to the commitments made by the companies, then the EPA will reinstate the former frequency of inspections and possibly make the names of the companies public. The EPA indicated that of the over 100 companies to receive ISO 14001 certification so far, it plans to randomly investigate 30 this year.In another ISO 14001 certification assistance program, the EPA will target waste clearance companies. If manufacturers use waste clearance companies that do not comply with environmental regulations or EMS requirements, they cannot receive ISO 14001 certification. To assist waste clearance firms implement effective environmental management systems, therefore, the EPA's Bureau of Solid Waste Control has contracted with China Technical Consultants, Inc. Five waste clearance companies will be selected to receive EMS assistance and, in the near future, a demonstration meeting will be held. Apart from solving ISO 14001 certification problems, the EPA hopes that this measure can raise the EMS efficiency of waste clearance companies.
