By consultation with experts on the healthy watersheds management, five categories of key performance indicators (KPIs) including: (1) Clean River Water; (2) Ecological and Environmental Conservation; (3) Green Infrastructure Development; (4) Integrated Watershed Management; and (5) Disaster and Adaption Management were developed to evaluate the effectiveness of the applied remedial strategies on watershed management and water quality improvement. Moreover, each of the primary indicator comprises four secondary indicators, and each secondary indicator is sub-divided into several tertiary indicators.This study also drafted a “Technical Guideline for Healthy Watersheds Management” by referring to the reports “Handbook for Developing Watershed Plans to Restore and Protect Our Waters” (U.S.EPA, 2008) and the “River Basin Management Plans for the Water Framework Directive” (European Commission, 2012).
