He stated that, "Amendment of the Electricity Industry Law (電業法) will stimulate liberalization and diversification of Taiwan's electric sector. On top of that, optimization of the electricity distribution system will ensure Taiwan not only doesn't lack electricity but enjoys a surplus." Lin believes that Taiwan cannot afford to develop nuclear energy because it has no room for mistakes. If a nuclear incident were to occur Taiwan is absolutely without the capacity to handle it. In addition, insurmountable bottlenecks exist in the treatment of nuclear waste, in terms of both land acquisition and treatment technology. Further, in terms of continuing construction, the costs implied by construction and decommissioning of the plant are far higher than simply discontinuing the project. Thus from both an economic and environmental perspective terminating the Fourth Nuclear Power Plant is the wisest choice.
