Taiwan has thus actively abided by international standards relating to CO2 emission.In response to this international trend, the Executive Yuan has established a UNFCCC subcommittee under the Committee on Global Change Policy. The new subcommittee is convened by the EPA and devoted to studying various response measures. The EPA convened the first meeting of the Response Measure Implementation Advisory Committee on July 31. Its goal is to set up an organizational structure through which Taiwan can make progress in reducing greenhouse gas emissions. The EPA's Bureau of Air Quality says that the EPA is now studying the national communiques of many countries in order to formulate measures by which Taiwan can respond to the terms of UNFCCC and divide up related tasks. The plan includes ten major policies: 1.Improve the efficiency of energy and resource use. 2.Effectively reduce the CO2 emissions generated by energy use (raise energy use efficiency and promote energy conservation measures). 3.Reduce CO2 emissions in the supply of energy (open the energy market, set a reasonable energy tax, raise the efficiency of energy supply, and encourage new energy development). 4.Control CO2 emission level (improve industrial organization and reduce emissions stemming from production processes). 5.Promote reforestation and other environmental greening activities to increase CO2 retention levels. 6.Control methane emission levels. 7.Control nitrogen oxide emission levels. 8.Strengthen research on lowering emissions of greenhouse gases. 9.Participate in transnational joint reduction cooperation. 10.Draw up a National Communication.To bring together expert views, the EPA has decided to establish four advisory subcommittees, in which related bodies and academic researchers will set concrete, quantitative targets for greenhouse gases, and carry out response measures. On July 31, four such teams were set up covering 1) energy, 2) transportation, 3) industry, and 4) environmental protection, agriculture and other areas.The EPA says that by the end of October, quantitative targets will be set and tasks divided up for apportionment to various organizations. These activities will be carried out by an executive body.
