About the examination, issuance and checking of permit, new technicians were hired to assist with examinations this year, while 10cases were being appointed to them. 118 manufacturing process checking were done, 18 cases were found non-comply to issuance, 16 follow-up tracking improvement were completed, checking compliance rate is 98.3%.The continuous promotion of air pollution reduction tasks, for all of the operation permits issued this year, there are 9 manufacturing process complete pollutants reduction tasks, the reduction way includes: reducing the raw material used, reducing the fuel used…, pollutants decreased from 1,660.4tons to 1,437.4tons in total(223.0ton were reduced), sulfur oxides decreased from 150.1tons to 145.1tons in total(5.1tons were reduced), nitrogen oxides decreased from 365.7tons to 327.2tons in total(38.5tons were reduced), this project will continuously promote the reduction control operation to improve air quality.1,769 data on inspection record were built this year, 1,515 cases of implementing regulation compliance , 254 cases of inspections. 14 times of Ambient /Flue physiological functional test of odor were carried out; 26 random sampling tests on sulfur content of oil and coal comply the regulatory standards. 4 times detection of flue dioxin and heavy metal were carried out respectively. Based on the inspection and detection results, 10 cases were given penalty this year, with fine amount sum up to 349million dollars, while 9 cases were being ameliorate , giving an improvement rate of 90%.In total of 94 cases of air pollution control fees(includes VOCs) on-site inspection were done dated up until 31 Dec 2017, 198 air pollution control fees examinations were completed, total emission amount of SOx is 4,230tons, NOx is 12,957tons, giving accounting amount of 10,791million dollars, VOCs accounting amount of 2,631million dollars, accumulating to air pollution control fees total amount of 13,405million dollars. Every seasonal online declaration rates are 100%. Dated up until 31 Dec of 2017, industrial regulatory compliance inspections were done on 219 companies that were registered in the industry list , giving an inspection rate of 100%; 4 times of updates were made on EPA emergency contacts and equipment information system.
