Types of certificate (permit, registration document, and approval application) and the operating volume of chemical substances were analyzed as well. 36 functions were designed in Toxic Substances and Chemical Substances Management Fund system to promote the fee payment system of chemical substances management. According to different users, the system was divided into industry and authority. The function in the system for industry included calculation of operating fee, and query functions such as payment and write-off. Industry users could instantly view every stage of payment history. On the other hand, decision support system was provided for authority user. It was flexible to change the fee rate based on the draft regulations and presented the amount of estimated operating fee immediately. It provided the reference to charging policies for the Toxic and Chemical Substances Bureau. In terms of data privacy, application certificates through government certification authority (GCA) provided encryption between a web server and a web browser. It ensured data security and protected data integrity during transmission. System protection included account authentication, password management, sensitive data protection, system-code security, file upload management and host protection.
