To ensure inspection quality, Article 35 of the Air Pollution Control Act Enforcement Rules stipulates that only personnel who have completed training and possess certified qualifications shall perform emission inspections using instruments. To achieve uniformity of regulation, the preannounced amendments also include stipulations requiring personnel who conduct smoke opacity tests to receive training and certification from the central competent authority.
Diesel emissions that exceed regulated limits seriously impact air quality and public health. The EPA urges car owners to perform regular maintenance and repairs to help protect the environment and prevent getting fined for breaking the law.
