(CTCI), the organization that was contracted to develop the White Paper, indicated that the first step was to compile relevant water quality data on water bodies such as rivers, groundwater, coastal waters, and reservoirs, as well as data from industrial parks. CTCI further stated that along with Taiwan's rapid industrial development, protection of water quality has encountered numerous difficulties. CTCI recommended establishing a comprehensive database in order to benefit future planning and implementation activities. In terms of the current status of water pollution control, the White Paper indicates that on a systematic level, water quality control activities are still not able to effectively control emissions from pollution sources. On top of this, pollution control difficulties are exacerbated by some of Taiwan's inherent climatic traits. Even though domestic water pollution control efforts are having a positive effect on river water quality, improvements to groundwater and coastal water quality are still late in coming due to the current lack of regulatory controls. After presenting an overview of the problems faced, the White Paper describes the response measures being planned. The major policy directions are toward integrated management of waterways and water bodies and pollution source discharge reductions. Playing a supporting role will be a system of inspection and penalization. The White Paper points out that water quality protection efforts will focus first on pollution sources, and that the EPA will not only continue to emphasize permitting and reporting, but will also look further into total quantity controls, review of the discharge permit system, and industrial wastewater reduction. From these, the most appropriate and efficient control methods will be chosen.
