Manufacturers in Taiwan with waste water concerns should be cognizant of the following revisions to the standards.In March of this year, the EPA decided to remove controls on waste water transparency. This was largely due to the difficulty of monitoring transparency -- transparency levels can only be measured with the naked eye, thereby easily resulting in disputes. Due to the necessity of controlling the appearance of waste water, however, the EPA decided to add controls on control prior to completing the draft.At a recent discussion meeting on the 1998 Effluent Standards, EPA Bureau of Water Quality Protection officials indicated that waste water color standards will be set at 400 units (using the ADMI testing method). This standard was determined by considering that the public can accept a “color degree” of approximately 40 units in rivers and other receiving bodies of water, and by assuming that the receiving body of water can dilute color by about 10 times. This decision was further supported by research of standards in other countries.About 85% of factories that use properly operated second-class waste water treatment facilities, will be able to comply with this standard. The scope of control covers all of the 20 industry sectors originally subject to transparency controls, including dyestuffs, paper pulp, and industrial park waste water treatment centers.Although some manufacturers have indicated that color standards will increase waste water toxicity, the Bureau of Water Quality Protection has pointed out that the goal of the standards is to address public concerns about water pollution. If companies comply with the standards, they can help reduce public protests against industry. For most companies, the color degree standards do not pose an additional waste water treatment burden and therefore should not increase environmental pollution problems.Other amendments include requiring more industry sectors, such as hotels and public sewer systems, to measures chemical oxygen demand (COD). This decision was made for several reasons: 1998 industrial waste water pollution fees will be collected on the basis of COD, it is possible that future total pollutant quantity controls will also be based on COD, and using COD enables quick testing of water pollution and water quality.Another amendment addresses the deviation of waste water treatment. Due to errors arising from taking only one wastewater sample, the EPA has decided to alter its method of basing control on the largest control limit. In the future, if industry waste water is more than 2.1 times over the largest limit, they will be fined by the appropriate authority. Within one month, these companies must submit an investigative report to the appropriate government authority. The government will then reinvestigate the company’s waste water and if it still exceeds the largest limit, fine the company.In the spirit of continual improvement, the draft allows for some companies to use “buffer standards” until December 31, 1999.
