This means that, currently, the IDB is the primary agent for advancing the implementation of environmental management systems (EMS), such ISO 14001. However, in consideration of the compatibility between environmental management and environmental protection policy, the EPA has also decided to enter the arena of EMS implementation assistance.The EPA has decided to dedicate a budget of NTS 12 million during the current fiscal year to implement three EMS related programs. First, the EPA will perform a comprehensive study of how ISO 14001 complements the EPA's official functions. This study will include the modifications to relevant environmental protection laws and regulations, in accordance with the furtherance of ISO 14001. For example, the EPA might consider inserting a requirement to address ISO 14001 into the environmental impact assessment process.Second, the EPA will perform an investigation of those firms that have already received ISO 14001 certification. The purpose will be to take a close look at whether they have actually made commitments to achieve the objectives of continual improvement and compliance with Taiwan environmental laws. The EPA's Bureau of Performance Evaluation and Dispute Settlement has indicated that if they discover an ISO 14001 certified company to be out of compliance, the EPA will provide assistance rather than immediately penalize the company.Through this research, the EPA hopes to understand whether environmental management can really lead to voluntary compliance and the achievement of continual pollution reduction goals. If a positive link is made, the EPA will consider reducing the frequency and severity of inspections. This will act as an incentive for firms to pursue I SO 14001 certification.Such an initiative would be patterned on the current program whereby firms that have received the Green Mark or other environmental recognition are rewarded with less frequent scrutiny from environmental protection authorities. The third part of the EPA's 1998 plan is to assist specific industries pass ISO 14001 certification. The Director General of the EPA's Bureau of Performance Evaluation and Dispute Settlement, TePo Tung, has indicated that the EPA's furtherance of ISO 14000 is for continual improvement of environmental quality and for concerns over trade barriers. To avoid overlap with the IDB's implementation assistance activities, the EPA has initially targeted certain types of manufacturers. Those eligible for EPA assistance include businesses that have received Taiwan's Green Mark and other environmental protection awards, and those that have passed environmental impact assessments. Other targets will be the construction industry, general waste incineration facilities, and organizations that have been listed in the Public Safety Awareness Program (this includes the electroplating industry and hospitals). Among these industries, the EPA hopes to build models of self-initiated pollution control and reduction.By focusing on ISO 14000 the EPA is taking a dual approach to improving environmental quality.
