Establishing joint accident prevention organizations (hereinafter referred to as joint prevention organizations) for toxic and concerned chemical substances can stimulate business cooperation in the prevention, emergency response and clean-up operations for chemical accidents. With the establishment of these organizations, the EPA aims to enhance accident management and reduce losses caused by chemical incidents.
In addition to providing the legal basis, the other main points of the Regulations include:
i. Regulations on the classification and establishment of joint prevention organizations
ii. Conditions under which joint prevention organizations are to be established
iii. Application procedures for establishment of joint prevention organizations, required information and other related stipulations for establishment plans
iv. Regulations on effective periods and renewal of joint prevention organizations
v. Regulations on conditions and procedures for applying for changes to establishment plans
vi. Joint prevention organizations shall hold and participate in training and drills regularly
vii. The authority and responsibility of the competent authority for conducting audits on joint prevention organizations
viii. Assistance responsibilities of joint prevention organizations
ix. Penalties for relevant operators for violating the Regulations

In response to the latest amendments to the Toxic and Concerned Chemical Substances Control Act, the EPA has formulated the Regulations Governing Establishment Plans of Joint Accident Prevention Organizations for Toxic and Concerned Chemical Substances (hereinafter referred to as the Regulations) which will take effect in January 2021. Establishing joint accident prevention organizations (hereinafter referred to as joint prevention organizations) for toxic and concerned chemical substances can stimulate business cooperation in the prevention, emergency response and clean-up operations for chemical accidents.
