During the project execution period, Taoyuan City has issued 2,106 permits. The completion of 1,456 permit-related manufacturing process inspections, the issuing of 888 permits, that is including 9.5% new permits. Thus, 205 permits were selected for on-site inspections. The various deficiencies of on-site inspections have been counseled, after confirmed those have improved and get permits.
Until Q4 2016, there are 1,660 stationary pollution sources on the air pollution fee list. The collection amounts of the air pollution fee about NT$12,270,000 per quarter. During the project, the air pollution fee was settled for twice. The first settlement has done at 28 June 2017.The second settlements, has done at 29 December 2017. Due to the payment period of 90 days, some of stationary pollution sources had not paid for air pollution fee, with a difference amounts in NT$ 65,790,990 needed to be further paid. There were 416 stationary pollution sources had paid total NT$27,641,076.
In fugitive pollution source part, 161 stationary pollution sources were selected for on-site inspections. First inspection have 42% penalty point, even in review inspection those have 2 stationary pollution sources get 10 error points, those stationary pollution sources deficiencies of on-site inspections have been counseled, after confirm it can reduce emission; 279 metric tons of PM10 can be reduced and 111 metric tons of PM2.5 can be reduced. In conjunction with the EPA's Autonomy regulations for immediate monitoring management of stationary pollution sources and control Facilities of Taoyuan City , we have guided 16 sand stone collection companies to complete CCTV’s installation and connection.
In order to improve effectively the air quality of PM2.5, Taoyuan City promoted the conversion of burning equipment to clean fuel. The “Taoyuan City Boiler Reburning Natural Gas Subsidy Project” was announced on 106/2/18 and the revised name was published on 106/8/22. Plant refueling clean fuel subsidy program in Taoyuan City. During the project, 24 boilers with 54 boilers were improved (the P, S, and N reductions were 68.6, 239.1, and 221.3 tons, respectively), while 14 boilers were improving and 93 were planning. Another 71 who had no intention to improve will be arrange by The EPA for on-site inspections, and requires the operators to refuel clean fuel or add preventive equipment.
