A draft of amendments to the Air Pollution Control Act ( 空氣污染管制法) was preannounced by the EPA on 23 June 2017 and approved by the Executive Yuan on 14 December 2017. On 22 December, the draft was submitted to the Legislative Yuan for review. Major amendments include at-source fuel and product control, end-of-pipe emission standards for control of harmful substances, and harsher penalties for expanded targets. A draft of amendments to the Air Pollution Control Act ( 空氣污染管制法) was preannounced by the EPA on 23 June 2017 and approved by the Executive Yuan on 14 December 2017. On 22 December, the draft was submitted to the Legislative Yuan for review. Major amendments include at-source fuel and product control, end-of-pipe emission standards for control of harmful substances, and harsher penalties for expanded targets. There are also new provisions regarding a whistleblower mechanism and information disclosure.
The highlight of the amendments include revisions for stationary pollution source regulations, such as at-source controls on fuels and products, end-of-pipe emission limits for harmful substances, and harsher penalties for an expanded range of targets. For mobile sources, the revisions focus on expediting the phase-out of old automobiles, inclusion of vehicles as control targets, and designated air quality control zones. Also, a mechanism for whistleblowers and requirements for full information disclosure to the public have been added to facilitate public participation.
In addition, on the site of the demonstration against air pollution held in Kaohsiung on 17 December, Minister Ying-Yuan Lee promised to charge air pollution control fees for particulate matter emissions from stationary sources starting as early as July 2018. The EPA also completed an inventory with the Ministry of Economic Affairs (MOEA) on state-owned enterprises, which are expected to reduce pollution by 25% within three years.
