The investigation methods were to design the interview forms and conducted 50 in-depth interview meetings with crucial chemical-relevant companies and industry associations to collect information on the distributions of industrial chains, material process uses, exposure scenarios, the relevance of substances released to the environment, as well as the feedback of management policy.
In terms of continuity work, this project continued to update the screening sources of chemical substances. According to the definition of Concerned Chemical Substances, at least 200 chemicals were selected for data inventory, including the substance hazards, toxicological data, domestic operation status, domestic and foreign control status, etc. Each form of the chemical substance was submitted as one file. This project had completed the submission of 230 substance files. Also, the project had completed the interface design and function construction of the information retrieval platform such as adding, querying, editing, deleting and exporting. The information retrieval platform was imported 1,043 files of chemical substances so far.
Furthermore, this project had completed the establishment of a single-window reporting platform to assist the industries in completing the reporting operations of multiple ministries through a single window. With regard to tutoring industries for operating declaration system, the operation manuals and audio-visual teaching have been produced. The 1,707 consultation hotline questions have been answered as well, which including application approval documents, declaration of daily operation records and operating system functions. All the questions have been compiled into a FAQ.
As for the administrative support, Toxic and Chemical Substances Bureau, EPA, Executive Yuan had announced the listing of ammonium nitrate and hydrogen fluoride as hazardous Concerned Chemical Substances, therefore this project assisted in writing and preparing the documents for regulations promotion. In May and September of this year, one session of Drafts of Amendments to the First, Second and Fourth Schedule III of the Announcement of the List of Concerned Chemical Substances and Their Operation Management Matters and two sessions of 2021 Concerned Chemical Substances Act and Online Explanatory Meeting on the Operation of the Notification System had been completed.
