The IAQ of 133 public and private premises were tested by using direct-reading inspection operations, which included 100 regulatory and unlisted sites, 19 education offices, 2 industry development offices, 1 joint inspection with SIP air pollution project, and 8 re-examination and 3 supplemental inspections of the catering industry.
A total of 27 public and private places inspection showed abnormal results, which included CO2, formaldehyde, TVOC and PM10, and the re-examination of the above places showed 3 places remained abnormal results. The above-mentioned places include grill restaurant, medical institutions, railway stations, sports and fitness establishments, and the most reasons of the abnormal IAQ of the above-mentioned places were due that the high capacity of people make the air-conditioning system overloaded.
The concentrations of indoor CO2 and HCHO in the shopping malls increase while the people are crowded and the large amount of cleaning products is displayed. The concentrations of indoor CO2 and HCHO in the medical institutions increase due to the large number of patients, coupled with hospital disinfection. Postpartum care institutions close doors and windows all the times for creating a quiet space, which coupled with the use of non-ventilation function of the air-conditioning system, causing the indoor air CO2 increase. Grill restaurant are crowded in the meal time, in addition to the paint volatile of fine decoration materials and the combustion behavior of soot and other factors, resulting the increase of indoor CO2, HCHO, and PM10. However, direct-reading testing equipment is susceptible to environmental interference and measurement uncertainty; in order to effectively control the indoor air quality, re-examination by using the EPA standard method of measurement is recommended.
2. IAQ testing in the regulatory places
The IAQ of 20 regulatory places, public and private, have been investigated. Among them, 3 places have failed the test results, namely Hsinchu City (bacteria: 3230 CFU/m3), the Hsinchu Branch of the National Taiwan University Medical College Hospital (CO2: 1139 ppm), and the Taiwan Medical University Presbyterian Church (bacteria: 3720 CFU / m3).
The Hsinchu City Cultural Affairs Office Library is the first batch of announcements that have been listed and the project help them to strengthen the publicity and guidance of the law and improve the quality of the sites. After the completion of the improvement work, the project will carry out the standard methods of inspection and the result is qualified. The project selected 5 places among the above-mentioned 20 places to monitor PM2.5 concentration in order to reach the annual Environmental Protection Agency (EPA) assessment performance.
3. Drive system real-time monitoring
Three drive system real-time monitoring have been set up in Big City Far East City Shopping Center, Mackay Memorial Hospital Hsinchu Branch, and the National Taiwan University Medical College Hospital Hsinchu Branch respectively. The drive system real-time monitoring provide better background information collection for continuous monitoring of indoor air quality in observation sites, as a reference for self-management and improvement of indoor air quality.
4. Self-management improvement and responsible personnel training
The training operations have been fulfilled to 100 public and private places, including the place of the regulatory compliance and the self-management programs of the non-regulatory places. The on-site observation list arranges the IAQ operation counseling or provides the related improvement suggestion, helps it to improve the IAQ, maintains the public health.
