Prohibited activities in the zones will include the development of industrial parks, pollution prone industries, new residential areas, soil or rock mining or extraction, large-scale transportation projects, nuclear power generation, radioactive materials storage facilities, waste disposal, livestock farming enterprises, and waterway modifications.Given that the delineation of the protection zones is closely tied to public interests, the EPA will actively coordinate the R&D efforts of local governments in order to complete the delineation of the zones within one year. An initial draft has already been completed and a public briefing was held on November 11.The EPA indicated that protection zones will be delineated according to the following two principles: 1) the entire land area within the watershed boundary of a public drinking water source that has been designated a Type A water body; or 2) the entire land area within the watershed boundary above a current or planned reservoir or dam serving as a public drinking water source. Water utility companies, in coordination with the EPA, will conduct a survey of all incoming discharge points (industrial or otherwise) within five kilometers upstream of water collection points. Local governments are authorized to directly delineate specific distances both upstream and downstream of rivers and waterways.The inclusion of underground water sources in the protection zones will not be considered for the time being due to several issues. These include the fact that 89% of tap water is provided by surface water, hydrology has yet to be applied to underground water resources, issues regarding the directional flow of underground water and its replenishment, and other factors.The EPA indicated that the job of delineating the protection zones will proceed in two rounds. The first will be completed and announced by March 31 of next year, and will mainly include 18 reservoirs and Type A water collection zones. These will comprise 42 zones covering an area of 600,000 hectares and account for 70% of tap water serving 9.98 million people. The second stage will be completed and announced by May 20 of next year. It will consist of 63 zones spanning an area of 100,000 hectares and account for 19% of tap water serving 6.07 million people. The combined surface area of all protection zones will account for one-fifth of Taiwan's total land area.In terms of regulatory control measures, the protection zones will form the cornerstone of the EPA's water pollution control efforts. Where necessary, the EPA will coordinate with agricultural agencies on efforts to relocate and compensate for-profit livestock farming enterprises. This means that within protection zones specified by the first round of announcements, an estimated 60,000 pigs will have to be removed, with farmers duly compensated.A strictly enforced ban on the illegal removal of gravel within the protection zones will be a priority; and mines located within the protection zones will be required to either stop operating or improve their operations.Originally, 28,000 hectares of mountain slopes designated as public land and currently located within the tap water quality protection zones were going to be opened to development.
