Council members will include the heads of relevant agencies as well as academic experts. The positions of Executive Secretary and Vice Executive Secretary will be filled by EPA Vice Administrator Yi-Hsiung Wu and EPA Office of Science and Technology Advisers Director General Chea-Yuan Young respectively.Related working groups will be established under auspices of the NCSD. Sustainable development is an all encompassing, forward-looking blueprint for national development. Therefore, in order for the Council be fully effective, the structure and focus of the working groups as they currently exist under the Committee on Global Change Policy will be modified. The scope of the new working groups will be broadened to incorporate a wider range of issues related to sustainable development (see accompanying table).An EPA official responsible for planning the Council has indicated that working groups under the Committee on Global Change Policy were established according to relevant international environmental treaties. The new structure, on the other hand, will be based on considerations of actual national sustainable development issues. Consideration has also been given to how other countries have structured organizations that promote sustainable development agendas.
