It was chaired by a cabinet minister with the EPA Administrator serving as deputy chairman.In 1992, the United Nations Conference on the Environment and Development (UNCED) put special emphasis on the concept of sustainable development. As a result, countries around the world rushed to establish organizations with the mission of promoting sustainable development. To keep abreast of this global trend and to bring together environmental information available domestically, the Executive Yuan has passed the Implementation Guidelines for the Establishment of the Executive Yuan National Council for Sustainable Development. In accordance with the Guidelines, the Committee on Global Change Policy will be reformed as the National Council for Sustainable Development (NCSD).The Guidelines set out the following responsibilities for the NCSD: 1.Draft and promote comprehensive sustainable development and environmental protection strategies in keeping with international environmental protection trends. 2.Coordinate, integrate, oversee, and examine matters of sustainable development and international environmental protection. 3.Plan out R&D, assistance, and education relating to sustainable development and international environmental protection. 4.Draft and launch cooperation strategies in transnational sustainable development and international environmental protection. 5.Draft and promote strategies for participating in international environmental accords and protocols, international organizations, and related activities.The EPA, which is in charge of planning the operations of the NCSD, says that the present Committee on Global Change Policy is primarily aimed at adhering to international environmental accords and keeping abreast of international environmental trends. The NCSD, on the other hand, will focus more on launching strategies for Taiwan's sustainable development. Its work will be more pro-active and forward-looking, while maintaining primary concern for environmental protection issues. It will be led by a cabinet minister, with the EPA Administrator serving as deputy director. Other members will be representatives from executive bodies and academic experts. It appears that Shih-Chien Yang, the current director of the Committee on Global Change Policy, will serve as the new NCSD director.The division of labor will closely follow the current assignment of work among various subcommittees. These NCSD subcommittees will coordinate the issues surrounding international environmental accords and sustainable development. An EPA official says that in the future, subcommittees may no longer be organized along the lines of international environmental accords, but rather mapped out according to a comprehensive strategy of sustainable development.Currently, the EPA plays an advisory role for the Committee on Global Change Policy. To strengthen the NCSD's administrative functions, a secretariat will be set up to plan the committee's agenda and compile information related to sustainable development and the division of functions among the subcommittees. In 1994 the task force was expanded and renamed the Committee on Global Change Policy.
