In this project, Industrial Technology Research Institute (ITRI) as NGO observer recognized by UNEP participated in the 34rd OEWG, Open-Ended Working Group of the Parties to the Montreal Protocol in July and assisted the Taiwan EPA to participate in the 26th Meeting of the Parties to the Montreal Protocol in November 2014. We also participated in the ATMO sphere Asia 2015 conference hold by Shecco in February 2015 for gathering information about the control measures and alternatives development and application in Japan.For the Hydrochlorofluorocarbons (HCFCs) management and allocation, this project assisted the Taiwan EPA to revise and publish regulation “HCFCs consumption management regulation” on 23 October, 2014. In addition, this project also finalized the domestic allocation process on HCFCs for year 2014 and the first half of 2015 for 53 users and 10 importers, as well as finalized statistical data on the amounts used by the manufacturers in 2013. On the task of ODS management (besides HCFCs) and methyl bromide allocation, this project also assists the EPA to develop the draft revised regulation about an exemption on importation/exportation of halon extinguishers used only for aircrafts. In addition, this project also finalized the allocation on methyl bromide for the second half of 2014 and the first half of 2015 on the usage in the quarantine and pre-shipment treatment.Regarding to the ODS Bank and flow management on HCFCs and alternative, this project analyziz the imported, used and discarded refrigerants for finding the management problem throught the flow chart. We expected to deliberate the sustainable management mechanism for refrigerant. For tackling ODS smuggling, this project hold a educational training of seizure ODS smuggling to enhance the capability of customs officials in ODS seizure and established communicates for the EPA, Coast Guard and the Customs units. On the issue of ODS alternatives assessment in air conditioners and refrigerants, developing climate-friendly alternatives is very important issue for reduce consumption of HCFCs for compliance with the Montreal Protocol. However, development of alternatives is difficult because of the safe handling and environmentally friendly issue.
