1.The ambient volume and traffic noise monitoring in Tainan
Tainan city’s ambient and traffic noise monitoring was performed at 12 environmental noise monitoring stations and 12 roadside traffic noise monitoring stations. During the execution of the project, we completed total 192 times (achieved 100%) environmental and traffic noise monitoring. All the monitoring results and photos throughout each seasons have been uploaded to noise regulation website of EPA.
2.Noise monitoring according to the noise-related complaints or the location specified by TNEPB
Measurement for the noise nuisance cases have been completed 10 times (achieved 100%), noise monitoring according to the noise-related complaints and the location specified by TNEPB five times each. All the monitoring results complied with the noise restriction standard.
3.The on-site vehicles noise measurement of running engine
The on-site vehicles noise monitoring were performed total 57 times, and the completion rate achieved 102% due to one additional tests out of the scheduled program. There are 1446 vehicles being pulled over, 91 vehicles recalled by the roadside inspection, and 240 intercepted vehicles were required to undergo further inspection. Among the inspected vehicles, 108 were prosecuted (45%). In addition, 678 reported vehicles were recalled, 656 of vehicles have been inspected, 8 of vehicles were prosecuted, the rest of 22 vehicles are undeliverable by administrative procedure. The improvement rate reached 96.7%.
4.Checking the relevant equipment of the air station and parallel monitoring of aviation noise
Operational auditing of air station、monitoring center and quarter 1 to 4 inspections report of Tainan Airport and Guiren Base was completed in 2018, and all noise monitoring of the off-site air station has been completed(10 times).
5. Assist TNEPB in reviewing or amending the city noise control laws and regulations, and handling of relevant noise guidance sessions (seminars)
One of the priorities this year is to assist in reviewing, amending or redistributing Noise Control Ordinance Clause 7, 8 and 9. It could be summarized into 3 sections: 1) The Noise Control Ordinance Clause 7 has been officially announced on Jan 2nd, 2018; 2) The Noise Control Ordinance Clause 8 has been officially announced on Nov 29, 2018; 3) The subparagraph 1(6) of Noise Control Ordinance Clause 9 has been officially announced on Mar 14, 2017.
In addition, three noise pollution conferences were organized in 2018. The content of first seminar was an introduction of “Self-management on noise nuisance and air pollution of campus in Tainan City ” which was held on Aug 16, 2018.The second and third seminar “Education to promote the concept of Noise from in use vehicle’s engine of campus in Tainan City ” were held on Dec 6, 2018 and Dec 25, 2018, respectively.
