The reasons were limited waste volumes, without product green design, specific collection paths and the substitute of new products. The European commission developed the circular economy strategies, which included the focusing on the durability and recyclability of products, changing consumers’ behavior, promoting reuse and collection, upgrading the wastes management and wastes to resources. By recycling waste batteries with the arc furnace, the waste treatment plant Katec Creative Resources Corp. already passed the extension for its treating permit and will apply the addition of waste batteries as one of its treating items in December. Another waste treatment plant Taiwan Steel Union Co., Ltd. will apply the environment impact assessment report covered adding the treating item waste batteries after November. About the adjustment suggestions for recycling rate standards, the recycling rate standard of linear fluorescence lamps should be raised 1~2%, the non-linear fluorescence lamps should be raised 5%, and the batteries should be raised to 85~90%. Two reviewing field surveys for the mercury distribution within the waste lamp recycling plants had been held and provided the recycling plant with suggestions. And the further improvements had been finished. For the poster, the collection of waste LED lamps (were regulated as the recyclable wastes since 2017) and waste traditional lamps should be considered as the main designing point. The waste LED lamps will be recycled through the current collection and recycling system. For the collection of waste mobile power units and electric car batteries, the poster should emphasize the different collection points for them and do not throw them as the municipal solid wastes. According to the visiting results of the battery importer/manufacturer, the product scope of LiFePO4 battery was limited in the market. The high energy batteries (Li-Co) and 3 elements batteries (Li-Ni-Co-Mn) did have the better market potential. 160 unregistered entities had been inspected through the web and retailers in 4 quarters.
