固定污染源許可制度之推動，本年度持續辦理固定污染源資料庫建立及維護工作，許可審查件數176件中，申請案件其中90件進行完整性審查；86件執行實質審查，針對公告1、2批應申報排放量業者完成清查作業48家次，除確認現場污染防制現況以及更新污染排放量外，並於資料庫建置更新及擴充資料。並配合環保署檢核結果每月修正資料庫異常欄位共計1008處。許可相關之審查、發證及許可證查核工作，採用二階段許可審查方式，縮短審查時程以提昇行政效能，本年度新增聘請技師協助審查，目前已委託審查10件。許可核發後之查核作業完成113個製程查核工作，17件次許可後查不符，符合率為85%，缺失主要原因為操作條件與許可不符以及設備與許可不符各6件各佔35%，其次為負責人與許可不符3件佔18%，工作團隊持續追蹤輔導廠商進行改善或提出異動變更申請，目前業者均已依規定辦理改善作業。
為維護花蓮良好空氣品質本計畫持續推動空氣污染減量工作，105年12月31日止已核發之操作許可證中，共有8個製程完成污染排放物減量作業，削減方式有提升防制效率、新增防制設備，減少原物料、減少燃油…等，總計粒狀污染物由813.7公噸減少至666.5公噸（共削減147.1公噸）、硫氧化物由3694.4公噸減少至3597.6公噸（共削減94.9公噸）、氮氧化物由2652.7公噸減少至2646.4公噸（共削減96.8公噸）、揮發性有機物由4.2公噸減少至1.2公噸（共削減3.0公噸），本計畫仍會持續推動減量作業以提升空氣品質。
在稽巡查管理作業方面，截至105年12月31日共計完成稽巡查記錄建檔816筆，包括本計畫執行法規符合度查核件數657筆、稽查件數159筆，稽巡查對象以民眾陳情案件以及重大污染源為主。周界/煙道異味官能測定完成16點次皆符合法規標準；油品及煤含硫份抽測30樣次結果僅台鼎公司油品1點超標（己處份）其餘均符合法規標準；管道空污費完成3點次、戴奧辛完成4點次及重金屬完成3點次檢測，結果均符合法規標準，如發現不符者除協助環保局依法進行後續行政作業外，亦納入後續輔導與追蹤複查對象。針對稽巡查及檢測結果，本年度共處份16件次，合計處份金額為332萬元，本團隊業已派員實施後續輔導改善追蹤作業，改善完成16件改善完成率已達100%。
協助二階段空污費徵收與催補繳方面，截至105年12月31日止共計完成空污費（含VOCs）現場查核62家次，並完成104年第4季及105年第1~3季空污費審核作業248件次，空污費到繳率100%、且105年空污費催繳作業6家次。本縣固定污染源空污費105年度1~3季共徵收新台幣100,294,152元，五大廠即佔97.96%。
截至105年12月31日止，工業區217家中已完成工業區法規符合度查核199家，查核率為92%；已完成更新工業區鄰近區域敏感受體資料作業，每季更新環保署緊急應變聯絡人及應變器材設備資料。
本年度針對轄內主要污染源進行深度查核作業，目前已完成中華紙漿、台泥和平廠、亞洲水泥及和平電廠深度查核，本計畫已針對查核缺失要求業者限期改善，截至目前為止，業者均已提送操作許可申請書進行異動。
