The guidelines recommend standards be set in four stages at 75, 50, 37.5 and 25μg/m3, respectively. After engaging in numerous discussions with related experts and referring to the WHO's reports as well as monitoring data over the past year, the EPA has added PM2.5 to the monitoring early warning levels under the precondition that the existing PSI forecasting system does not change. The system also adopts the WHO's recommended limit of 65μg/m3 as the threshold for announcing early warnings, as well as O3-8h at 80ppb.
