We investigated urban mines in Japan, Korea, China, USA and Taiwan, their promotion situation, regulations and policies, and their development trend, compiled related information and projects of resources recycling and reuse and interviewed experts in the industrial and academic fields. Based on the results, we evaluated the positive and negative effects of urban mining on environment, economy, strategic resources and society, and summarized the 5 themes to provide management strategy, further proposed the short-, medium- and long-term promotion measures to implement urban mining. Implementation of management measures concerning industrial waste reuse: We carried out the checking of waste and reuse products declaration management and the monthly checking through the declaration of recycled products made by the reuse agencies of EPA and submitted the report every season. The whole-plant-flow checking was carried out for 14 reuse agencies, after which the flow relationship chart was drawn to facilitate administrative agencies to understand quality balance and establish a complete back-end flow management system. To improve the content of “Reference manual of industrial waste reuse management”, 5 new reference guidelines concerning waste reuse management were updated and added to serve as the reuse management reference for each environmental protection agency and to enhance the management efficiency of reuse agencies. System maintenance operations: The project mainly maintains and updates the “Recycling management system”, “Second hand goods exchange and information integration platform” and “Resources recycling and reuse promotion website”. “Reuse system” has integrated the reuse function of “Industrial waste Report and management system”, and will regularly update the system information, investigate users’ demands and increase related functions. “Second hand platform” increased 6 new functions to encourage the environmental protection concept of recycling and reusing second hand resources. “Promotion website” continuously carried out overall aesthetic improvement and updated related regulations and new meeting data.
