This system was designed for toxic chemical accident prevention, readiness, response, and recovery management, thus strengthening regular awareness and readiness work, and completing accident notification operating procedures, drafting of functional modules, and access design for special zones under the control of firms, environmental protection bureaus, and the EPA to meet the needs of different user groups.  Drafting and completion of toxic chemical substance area accident simulation results analysis encoding rules for the Sixth Naphtha Cracker industrial area, along with data applications interface and upload interface functions, and inclusion in the system as a decision-making reference.  Strengthening of the nationwide toxic incident joint prevention and response systems functions, including interface functions such as queries of joint prevention and response companies, online data updating and review, a new calendar, and new data types.  Assessment and establishment of an air quality monitoring network and establishment of a historical Central Weather Bureau hourly weather information database.  Establishment of emergency shelter locations in all cities and counties for use in the event of mobilization.  Completion of analysis, planning, and other functions for a simplified website query system (for PDAs).  Development of phone-end iOS and Android, and pad-end iOS, system functions, for smartphone decision-making system applications software in response to on-site information transmission and decision-making application needs; these functions include disaster prevention data queries, real-time data browsing, graphic drawing, response personnel positioning, audiovisual transmission and display, two-way video communication, and on-site monitoring data transmission items, which can provide users a highly convenient operating interface. Achievements in toxic chemical accident response accident experience data analysis and review mechanisms included the establishment of modules for five major stages during the on-site response process (including fault scenario, accident assessment, environmental monitoring, action plan, and hazard guidelines), and completion of analysis of 23 accident response cases, which will provide a major reference for future accidents. Furthermore, the system will list the invoked action plan and decontamination/recovery after the conclusion of an accident, facilitating the establishment of response experience data, and ensuring that the system database continuously accumulates accident learning experience, achieving feedback and revision functions. Seed exercise instructors and regional response specialist staff members were provided to 22 cities and counties based on the state of the domestic toxic chemical accident prevention and response system, regional probability only accidents, and state of regional operations; these personnel will implement system operation and scenario simulation instruction training.
