This project was assisted by local private parties to execute scheduled and random investigation and audit on maintenance of environmental cleanness. From August 2005 to January 2006, every month each local party of each city/county inspected 17 locations from the list of environmental cleanness maintenance points by local environmental authority and 20 dirty locations. There were three inspection period, each period consists of two months, the first month for initial inspection and the second for re-inspection. In December 2005 eighteen poor maintenance locations were selected in each county and city for final inspection. A total of 6,000 inspection points were completed in year 2005.
The ranking for each county, city, town and village is based on the scores given in scheduled and random inspection, public polls and investigation by the local private party. There are three distinguished performance cities and counties (one of each from group 1, group 2 and group 3,) and four excellent performance cities and counties (one of each from group 1 and group 2, and two from group 3). There are five distinguished performance villages/towns/cities, ten excellent performance villages/towns/cities and ten good performance villages/towns/cities.
