project” in June 2007. Other than making review on the existing
mechanism, there are some long or short term improvement projects are
created like certification manual integration, certification operation mode
integration and edition, certification bidding merging, upgrade CCTV
application efficiency on certification, online reporting mechanism
planning for facility receiving subsidy, and classification of recyclable
waste certification. These projects will achieve the goal of simplifying the
certification operation, reducing the administrative cost, raising the
certification efficiency, and become the future reference of operation
mechanism amendment.
The completed tasks associated with the project are on the followings:
I. Create classification of recyclable waste certification mechanism ad
most adequate operation
1. Survey of self-management ability of 209 facilities’ receiving
subsidy is completed.
2. Onsite inspection of 30 facilities receiving subsidy is competed.
3. There are 5 auditing meetings of classification on the certification
mechanism completed.
4. There are 14 onsite inspections done by auditing team of
classification on the certification mechanism.
5. Classification of Recyclable Waste Certification Planning Draft has
been submitted for review.
II. Create recyclable waste certification mechanism operation to
simplify the certification operation and maintain its quality
1. Collection, arrangement, and analysis of the existing certification
documents and manual are completed.
2. Customer survey of online operation system is completed.
3. Integration and redesign of the certification documents are
completed.
4. 27 test trails of certification document use after integration are
completed.
5. “Online Reporting Mechanisms and Information System Planning of
Recyclable Waste Certification” has been submitted for review.
6. Customer surveys of CCTV establishment in 100 facilities receiving
subsidy are completed.
7. “Planning of Collective Management and Instanteous Monitoring of
CCTV” has been submitted for review.
III. Review the recyclable waste certification operation to raises the
quality and reduce the administrative cost
1. The collections of recyclable waste certification mechanism history,
operation report and other relevant documents in the past years are
completed.
2. “The History of Recyclable Waste Certification in Taiwan” has been
submitted for review.
3. Creation of executive planning and measures of recyclable waste
certification is completed.
4. Review of recyclable waste certification standard operation manual
and its control points are completed.
5. Classification of recyclable waste certification and reinforcement
of “core operation” along the reducing of “secondary operation” and
“auxiliary operation” are completed.
6. An assessment of self-execution on the recyclable waste
certification by Taiwan EPA is completed.
7. “Planning of the Recyclable Waste Certification by Account” has
been submitted for review.
IV. To accommodate the projects’ final conclusion and achieve the
goal, the relevant regulations are studied and conference is held.
1. “Executive Measures of Recyclable Waste Certification “ are
completed of their editions.
2. The conformity of “The Recyclable Waste Certification Operation
Manual” is completed of its edition.
3. Recyclable Waste Certification Management Conference has been
held for 3 times.
