To achieve the mentioned core functions, the Project proposes that the future Environmental Management Agency should respond to international trends and implement corresponding measures, such as establishing a green energy and carbon certification trading mechanism, introducing digital inspection, strengthening penalty enforcement, integrating permit mechanisms, and innovating environmental impact assessment systems. Hence, the future Environmental Management Agency can fully perform functions and assist industrial upgrading and transformation.
