Plan B: The central government shall formulate consistent regulations for the enforcement agencies to comply with, and cooperates with the needs of the enforcement agencies to discuss organizational transformation practices.
Plan C: Use the means of private law autonomy to form labor relations in the personnel system, and each enforcement agency maintains the existing employment system, but does not involve organizational adjustment issues.
Plan D: Use the means of private law autonomy to form labor relations in the personnel system, but it is still necessary to study and discuss strategies to promote organizational transformation based on the needs of the enforcement agency.
In addition to discussing the feasibility assessment of each plan and its corresponding supporting practices, by holding three symposiums with experts and scholars, the Project collects information and suggestion to perform analysis. Afterwards, by holding eight symposiums involving the stakeholders, the Project collects suggestions on the supporting measures for its proposals concerning the management of the cleaning team. Further modifications and feasibility studies are also completed.
Besides, the Project also holds three occupational safety seminars to discuss how the central environmental protection authority should position the functions of the cleaning team's occupational safety mechanism as the employer of the cleaning team is the enforcement agency. After comprehensive discussions, it is suggested to continue to follow up in the form of a task force as a suggestion for future improvement of each enforcement agency.
