In response to the implementation needs of these government bodies, the EPA promulgated amendments to the Working Guidelines on September 17.Changes made during this round of amendments include the provision that only one technical consultant per incinerator facility will be chosen. This consultant will be responsible for producing the formal bid request, assisting county and city level governments selection committees, helping the sponsoring organization bids, monitoring the bidding process, and other related activities.The new amendments require bidders to have an operating capital of at least NT$1 billion and the bidding team members should at least include firms subcontracted to handle facility construction and operation. To prevent unqualified bidders from winning bids, the amendments also require bidders to comply with relevant regulations and to agree to participate in a bidding team including construction and operation firms. And, after winning the bid, construction subcontractors and operation subcontractors can only be changed with approval from Provincial or Central Government authorities. In addition, operation subcontractors have limitations on the scope of their involvement.The new amendments also cancel previous stipulations requiring bidders to submit financial statements and financial plans with their price quote. Furthermore, as for changes in the price of selling electricity, the new amendments also require that the risk of future changes in the price of electricity must be borne by the chosen contractor. Due to the trend toward individual power plants, Taipower will not be the only seller of electricity.The EPA’s Bureau of Incinerator Engineering has indicated that the Executive Yuan has already approved the plans for eight facilities as the first batch of BOO and BOT incinerators. County and city level governments are currently in the midst of selecting technical consulting organizations. So firms may have ample time to prepare for the bids, the sponsoring organization is already preparing a pre-announcement in anticipation of the formal announcement. This will be the first time bid participants will have advance notice.To assist concerned parties the selection requirements of the Working Guidelines, the Bureau of Incinerator Construction on September 24 organized a public meeting that received a passionate response from all sectors.As the EPA has amending the regulations, they were also promoting two incinerators in I-Lan County and Keelung City. In both cases, the bids have been decided and construction has begun. In total, there are currently five incinerators under operation and another 13 under construction. EPA Administrator Hsung-Hsiung Tsai has stated his wish that the bids for the remaining planned incinerator projects be issued by the end of the year.Bureau of Incinerator Construction personnel stated that four teams competed for the Keelung and I-Lan 600 ton per day incinerator projects. In addition to Ta-Ying Corp. teaming up with Steinmuller Co. of Germany, the other three teams were all composed of Japanese companies. The Ta-Ying team won the bid with a bid of NT$3.48 million per ton and NT$3.58 million per ton respectively. The total winning bid was nearly NT$4.24 billion.The EPA indicated that all currently operating large scale incinerators in Taiwan were constructed by local construction firms partnered with Japanese firms. This was the first case of a European bidder winning a incinerator contract in Taiwan. In terms of transferring in incinerator technology from all countries, this was a step forward.The next incinerator project bids to be decided will be in Chia-yi and Kaohsiung Counties by the end of the year.
