The measures are suggested to be slightly adjusted as follows: 1. For unconnected households using urban water, the water pollution control fee is calculated on the basis of the volume of water, while the charge is actually levied by the water authority (NT$0.8/m3). 2. For unconnected households not using urban water, EPA grants the local governments to charge water pollution control fee and establish their individual water pollution control funds. The fee rate is NT$117 per household per year, or counted on the basis of the volume of used water or discharged sewage as an alternative. 3. For public sewer systems, the fee rate could be calculated either by the effluent quality and flowrate, or the effluent flow rate alone (NT$0.2/m3), taking the handlers’ best interests into account. 4.
