Based on levelised Cost, the average carbon cost of enegy management, glass film, high efficiency lump, high efficiency refrigerator, high efficiency water heater is less than NT$0/t CO2 in 2030. These are no regrate actions that UNFCCC suggests government should promote. Carbon reduction can also reduce air pollution caused by emissions from energy use. If residential and service sectors of Hsinchu City adopt of facades heat insulation, equipment renewal, green roofs and energy management programs in 2030. It will be decreased of about 34% of carbon emissions relative to the baseline scenario in 2030. If coupled with the effect of low-carbon power, it is possible to reach a national greenhouse gas reduction targets.In order to enhance the research results of this project, we cooperate with the US Department of Energy and its national laboratories to hold a international workshop and a EnergyPlus model training course, to promote policy analysis tools.
