Analyze the developing trends and legal basis of the new global climate protocol to be adopted in 2015 to the UNFCCC for all signatory parties in order to propose Taiwan’s coping strategies. The project has completed the research of the topics under the UNFCCC, which include: the second commitment period to the Kyoto Protocol, negotiation progresses of ADP meetings, QELRC to the Annex I parties, biennial report submission status, NAMAs platform, contents of 2015 Paris Agreement, how to enhance ambitious actions to all parties before 2020, the Warsaw international mechanism of loss and damage, intended nationally determined contributions (INDCs), CTCN and GCF, NMM and mechanism of FVA etc. The project also further discussed possible results for the Paris Agreement in 2015. On 12 December 2015, all parties have adopted the Paris Agreement in climate change conference (COP21/CMP11) held in France, and it is expected to be effective in 2020.2. Assist Taiwan EPA participates in relative meetings and activities to the UNFCCC, and establish collaboration and communication opportunities.The Taiwan EPA organized main ministries and related administrative departments as Taiwan delegation to participate in the UNFCCC activities. The project has assisted Taiwan EPA to convene a COP21/CMP11 delegation preparation meeting on 14 April, 16 Sept, 17 Nov, and 24 Nov to discuss details about delegation nomination, registration procedure, flight and accommodation arrangement, exhibition booth design and application, and joint side events. The personnel of this project have visited Germany in June 2015 with Taiwan EPA’s officer to participate in UNFCCC SB42 meeting (including SBI42, SBSTA42 and ADP2-9) and meet with officers of national climate change affairs and related ministries. The personnel of this project participate in COP21/CMP11 meeting in December, 2015, Paris, France. In this meeting, all parties decide to adopt Paris Agreement after negotiation. Following the 2015 Paris negotiation progresses, the project organized showcase and side event activities at the venue of the COP21, which assist Taiwan to seek global society support as a meaningful participant to the UNFCCC. Regarding to the topics of environment, climate change, energy security and national development, the project will seek possible cooperation opportunities in future.3.
