To break through the bottleneck of traditional vehicle emissions monitoring techniques, the EPA is still actively looking for other methods and it seems that remote monitoring technology may be a solution.Research has indicated that 10% of the motor vehicles in Taiwan create about 50% of total automobile emissions. Any improvements in air quality will rely on pushing these high emissions vehicles to improve emissions. After two years of research, the EPA has confirmed the feasibility of remote monitoring technology, and its ability to pin-point high emissions vehicles.Remote monitoring technology uses infrared sensors to test the carbon monoxide and hydrocarbons emitted by passing vehicles. The concentration values are recorded and a picture is taken of the vehicle's license plate. This technology can thereby avoid adversely impacting the flow of traffic and will significantly improve vehicle emissions monitoring capabilities.To move the plan for remote monitoring forward, the EPA has already selected consultation bodies and this fiscal year will implement the plan in northern, central, and southern areas of Taiwan. Because current emissions standards do not account for remote monitoring, environmental protection bodies cannot take action against vehicle owners based on concentration values recorded through remote monitoring. However, for high emission vehicles, the EPA will mail notifications requesting vehicle owners to undergo idling tests. If vehicle owners do not respond to the notification, environmental protection authorities will take action according to the Air Pollution Control Act.As for monitoring motorcycle emissions, a feasibility study is currently underway.
