According to the recently announced Air Pollution Permit Procedures, companies that need to apply for an air pollution permit and that must also undergo an environmental impact assessment (EIA) can have the air pollution prevention plan reviewed as part of the EIA. If the environmental impact assessment is approved by the EPA, then the company will also obtain an air pollution permit.In a recent meeting of the Planning Committee for the Simplification of Environmental Permit Procedures, the EPA extended the principle of combined review a step further and decided to allow industrial waste disposal plans to be considered together with environmental impact assessments. This system is expected to go into effect in the near future.Review of a facility's water pollution plans, however, cannot be combined with the EIA. According to the Enforcement Guidelines of the Water Pollution Control Act, review of water pollution prevention plans by relevant authorities is required to be completed within 21 days. This review timeline is far shorter than the number of days allowed for EIA review.
