Professional ability is important in environmental affairs, but the diverse nature of environmental problems makes cooperation between personnel of different disciplines and across Divisions essential to solving such problems. The EPA hopes the reassignments will strengthen Division Directors capability to analyze “big-picture problems” and cultivate a spirit of cooperation to raise administrative efficiency.
The EPA will study the viability of the present Division Director structure and may make a second round of reassignments in the next six months.
