The study targeted central, provincial, municipal, and county level governments, administrative bodies, and business enterprises. 1,633 organizations responded to the study. In general terms, budget items included environmental protection, sewage treatment, radiation, nature conservation, environmental beautification, and other broadly defined environmental protection budget items.The EPA's study revealed that total budgeted expenditures at all levels of government for fiscal year 1997 totaled more than NT$74 billion (including the Air Pollution Fund). This figure represents 0.95% of Taiwan's Gross Domestic Product, an expenditure of NT$3,448 for every resident of Taiwan.By looking at both current and capital expenditures, the study showed that in the 1997 fiscal year, current expenditures were over NT$40.3 billion, or 54.45% of total expenditures. This amount was slightly larger than capital expenditures, which were 33.7 billion, or 45.55% of the total.By usage, pollution control captured 85.90% of total expenditures, or about NT$ 63.6 billion. Other environmental protection related outlays totaled NT$ 10.4 billion, or 14.10% of total expenditures. Of spending on pollution control, waste handling and treatment accounted for the largest share at 49%. Water pollution control came in second at 27%, and air pollution control used 12% of total pollution control expenditures. Of the other environmental protection related expenditures, administration and management captured the highest percentage (59%). Major activities within this area included policy planning, promotional work, project implementation activities, etc. Also included in this area were environmental training and education, pollution control assistance, and international cooperation programs. Apart from administration and management, research and development used about 23% of the "other environmental related expenditures" budget (see table).As for government agencies, the central government laid out the most funds, 44% of the total. County and city governments took the second biggest share at 25%. The municipal governments of Taipei and Kaohsiung captured 18% of the total, and the provincial government used 13%.Taiwan's percentage of total central government allocation for environmental protection was less than Japan's. While Japan spent 3.65% of its central government budget on environmental protection, Taiwan allocated 1.85% (1.45% not including the Air Pollution Fund).Because many state-owned enterprises are undergoing privatization, the government has been forced to reduce the amount of environmental protection related activities and services it can directly offer. Others In an effort to understand environmental protection expenditures by agencies and organizations at all levels of government the EPA recently completed a 1997 fiscal year investigation. The study targeted central, provincial, municipal, and county level governments, administrative bodies, and business enterprises. 1,633 organizations responded to the study. In general terms, budget items included environmental protection, sewage treatment, radiation, nature conservation, environmental beautification, and other broadly defined environmental protection budget items.The EPA's study revealed that total budgeted expenditures at all levels of government for fiscal year 1997 totaled more than NT$74 billion (including the Air Pollution Fund).
