In addition, to revitalize the tourism industry on Offshore Islands, increase incentives for tourists to visit, and promote local business opportunities, the Ministry of Finance has amended Article 19 of the Regulations Governing the Establishment and Management of Offshore Island Duty-free Shops by increasing the duty-free amount of goods, excluding tobacco or alcohol, and carried by passengers out of the Offshore Island areas into the main island of Taiwan or other Offshore Islands, from NT$60,000 to NT$100,000. Considering the establishment of the system, including the testing and training of its operators, there must be a sufficient buffer period. After consultation with the operators, the new measure will be officially implemented on December 15, 2020.
The Customs Administration further explained that in order to simplify the administrative procedures, the Ministry of Finance has amended Article 45 of the Regulations Governing the Establishment and Management of Bonded Warehouses about revising the approval authority, which allows for extensions of the storage period for special purposes, from the Ministry of Finance to the Customs. Finally, the Customs Administration urges any operators in need to make applications to the competent Customs Office as soon as possible.
