To address this mounting problem, and because processing these appliances is different from processing refuse, the EPA is actively promoting the establishment of recycling plants for discarded home appliances. The EPA is also promoting their establishment through private investment rather than via the build-operate-own (BOO) or build-operate-transfer (BOT) models.
According to EPA information, a modern scrapped appliance processing plant built to German standards requires an investment of over NT$100 million (not including land acquisition costs). According to some estimates, a fully automated integrated processing plant requires a minimum 300,000 unit per annum processing volume to be profitable. As too many entrants would hurt the business prospects of participating firms, potential investors have expressed concern over the potential market impact of the regulatory criteria. The EPA recently discussed these criteria with relevant parties and recognizes that views on this subject continue to vary greatly.
During these discussions, the Taiwan Allied Used Goods Dealers Association noted that 80% to 90% of refrigerators and air conditioners can be recycled due to a vigorous recycling network for discarded appliances. Arguing on the grounds that the current processing system has a right to survive, the Association expressed support for more flexible regulatory criteria that support the current system. They say the current system features high efficiency, low capital investment, simple technology and a highly specialized horizontal manufacturing structure.
In response to the Association’s claim that the current system is efficient, the Discarded Home Appliance Recycling Foundation, established by electrical appliance distributors, says the Association’s loose organizational structure greatly increases public and environmental risk throughout the entire process of collecting, storing and transporting hazardous waste. The Foundation stressed that the “economic efficiency” mentioned by the Association actually arises through sacrificing environmental quality. The Foundation also emphasized that only modern, integrated processing plants can deliver the comprehensive benefits necessary achieving international environmental standards and that these modern facilities do not require off-site treatment of hazardous waste.
The EPA will carefully consider the points raised during the discussions and plans to release the draft contents for discussion by the end of the year.
