Since they have not been formally ratified, the rates may not achieve their goals. The EPA will thus set subsidy levels for recycling companies, according to which they can obtain funds from the Recycling Fund. If the fund is insufficient, the EPA will make another announcement raising the 1997 rates.As for the plastic bottle recycling deposit, vendors pay a fee covering the deposits on 100% of bottles even though less than 100% of them are actually recycled. They will now be allowed to pay just 70% of the deposit amount, or NT$0.7 per bottle. Consumers will still be able to obtain an NT$1.0 refund for each bottle returned, however. The main competitor to plastic bottles – PVC bottles used to package drinking water – will also be subject to a deposit starting November 1 to encourage recycling. The PVC bottle deposit will likewise be NT$1.0.After making the fee announcement, a Bureau of Solid Waste Control official said that vendors should register with the Fund Management Committee by October 6 and report their business for June, July, and August. Vendors should then pay the appropriate fee based on their business to account no. 107538464503 of Chinatrust Commercial Bank for these three months. The deadline is October 14.
