All of these regulations were promulgated by the EPA on July 9.The recycling, collection, and processing regulations indicated above form the backbone of the "four-in-one" recycling plan, which includes involvement from industry, government, community groups, and a fund management committee. Although the regulations have yet to be promulgated, the EPA has already started preparatory work for each of the six recycling fund management committees. The EPA expects the committees to be set up by the end of July.Since the regulations and organizations related to the implementation of the provisions are still being established, the EPA has taken steps to ensure that recycling does not lapse during the changeover to the new system. The EPA recently notified all recycling organizations that until August 31 they would receive compensation according to the previous framework. Manufacturers and importers are to start paying the new rates once the new system has been finalized. In accordance with the Regulations Governing Establishment of the Recycling Fee Review Committee, these rates will be retroactive to June 1. In mid-July, the EPA will announce the categories of articles that are to be recycled, and the scope of recycling responsibility to be borne by each company.The EPA plans to finish reviewing fee rates by mid-August, after the Fund Management Committee and the Fee Review Committee have been established. At that time, all companies will begin paying fees according to the new rates.
