The EPA also dispatched water trucks and septic trucks from other counties and cities to assist with the hauling of waste from the public lavatories set up in the hardest hit counties (Taichung and Nan-tou).
The EPA further subsidized 500,000 NTD to all towns and cities in the disaster area to cover cleaning and sanitary maintenance of the portable facilities. In addition, 26 personnel were dispatched to each area to manage related communications, as well as to oversee and inspect cleaning, maintenance, and waste water hauling activities.
To prevent the spread of disease, the EPA joined forces with local environmental agencies and military units to implement a three-stage comprehensive environmental sanitation program in 22 of the towns and cities hit hardest by the quake. A cumulative 4,900 hectares have been sanitized under this program. The EPA has also subsidized the sanitation and cleaning budgets of towns and cities located in the disaster area.
Through coordination with the army’s chemical warfare division, private disease vector control firms, and local support, 3,283 vehicle visits and nearly 15,000 personnel visits to spray disinfectants have been completed. Through EPA support, 800 tons of disinfecting solution and over 40,000 liters of disinfectant were provided for use in the stricken areas. General waste clearance and treatment has already returned to normal in the towns and cities of the area. By November 2, the waste treatment association had completed 609 truck visits, and local environmental agencies and waste clearance associations had finished 7,229 personnel visits. This effort has resulted in 96,078 tons of general waste being hauled from the area.
Achievements have also been made in cleaning up rubble from collapsed buildings and structures. The EPA’s Office in Taichung has worked jointly with army personnel, local environmental agencies, and public works offices of local towns and cities to site over 120 waste storage areas. Ninety-three of these, providing an area of 277 hectares, have already been procured, of which 76 are currently in use and 17 have already reached capacity. Through a total of 33,000 waste hauling trips, nearly 5.7 million cubic meters of building waste have been hauled to these storage sites.
Quality of tap water was also of large concern following the quake. To ensure water quality the EPA requested professional tap water agencies and local government EPBs strengthen tap water sampling. In addition, the EPA’s National Institute of Environmental Analysis, the EPA’s Inspection Team, and various contracted academic laboratories have worked together to sample and analyze tap water, spring water and groundwater in the affected areas. Analysis reports suggest that all samples of tap water comply with water quality standards, but samples from mountain springs, wells and rivers (none of which are used to supply tap water) are largely out of compliance. Academics and experts assisting with water analyses suggest that in areas were tap water is not supplied, bottled water should be provided for drinking purposes. Groundwater can still be used for general (non-consumption) use, however.
