Using concrete, scientific data provided by the above groups, the EPA will make judgments encompassing technical, social, economic, and practical implementation factors, so as to fashion a rational management system. The revisions will maintain the principles of continual improvement in all pollution sources, gradual reduction in effluent , and achievement of the goals set by the original policy.Since the revisions require the provision of hard scientific figures, groups in some industries may need more time. Water Quality Article 4 of the Effluent Standards stipulates that each business industry association and environmental protection group may submit scientific data to the central governing authority to aid in its consideration of the 1998 amendments to the wastewater standards.
