Under the new regulations, local governments will no longer have the freedom to adjust rates. Local governments previously had the flexibility to adjust fee rates up or down by as much as 20%.Fee rates will be based on the geographic area in which air emissions occur and on the type of pollutant emitted. The EPA has initially planned that within Level 2 Control Areas, nitrogen oxide emissions will be assessed at a rate of NT$14,000 per ton and Soxs at a rate of NT$10,000 per ton. Within Level 1 and Level 3 Control Areas, these rates will be higher by NT$2,000. Personnel in the EPA’s Bureau of Air Quality Protection and Noise Control estimate that in 1998 NT$3 billion in fees will be collected from Nox and Sox emissions. The total estimated amount collected from Sox emissions will not differ too much from the amount collected from current taxes on fuel sulfur content.The draft requires emitters to base calculations of total pollutants emitted on one of the following: 1.Data from continuous automatic emissions monitoring instruments 2.Data from proper monthly emissions inspections (for emitters that have not yet installed automatic monitoring equipment) 3.Figures made by approved EPA emissions calculation methods (for emitters that have not yet installed continuous automatic emissions monitoring equipment) 4.Other EPA approved calculation methods.To decrease monitoring costs, the draft stipulates that if emissions continuously monitored over three months are mostly stable, then the rate of monitoring can be performed quarterly. If the requirements for monitoring different pollution sources are the same, then emitters may gain EPA approval to monitor only one source. In this case, however, emitters may not continuously monitor the same pollution source a second time.The draft requires fixed proportions of the fees for distribution and use.
