We have also completed the development of cell phone apps able to relay back travel route information and on-site photographs. With regard to the establishment of information systems at high risk locations, strengthening of response experience transmission, and accident analysis, we have developed a High-risk Site Mobile Information Transmission System, and completed mobile device hand-over status tracking; equipment availability was 100%. We have further completed development of high-risk area statistical analysis functions reflecting toxic chemical substance types, inventories, and locations; and we have strengthened the transmission of response experience: building on the response experience module data established in 2014, we have now developed 55 accident response experience modules and the system database now contains 233 datasets. In order to promote the country's toxic chemical substance joint prevention organization, we have completed design and development of functions for Ministry of National Defense, inter-regional joint prevention organization operator, and management online application, change, and review systems, including application process planning, change, citation, browsing, and deletion functions. With regard to establishment of a new version of the national toxic chemical accident joint prevention system, we have completed a new joint prevention organization front page, assets dispatching function, joint prevention matchmaking platform functions, and joint prevention organization framework functions. We are also continuing to maintain the sign-up system established in 2014, including data and applications submitted by companies. We have further developed Bureau of Environmental Protection review and browsing functions. As for enhancing system application experience, we have continued to maintain training platform functions, and have produced 15 operating manuals addressing different types of accident scenarios. The overall training platform usage rate is currently 100%.
