In a petition recently submitted to the EPA, recyclers expressed their hope that the government would recognize their predicament and quickly lend a helping hand. Representatives for them noted that recyclers process about 6,000 tons of waste paper per day which is comparable to the combined amount of trash generated daily in the cities of Taipei, Taichung and Kaohsiung. If the recycling system collapsed, waste paper would become an additional source of refuse that could severely burden Taiwan’s waste disposal system. To address this problem, recyclers proposed the following measures:
1.Formally announce waste paper as an item for compulsory recycling. Establish a Waste Paper Recycling System Stabilization Fund to provide subsidies to recyclers when market prices do not provide an incentive to recycle.
2.Strengthen and expand the recycled paper market in Taiwan by expanding local demand. Require that public schools at all levels use recycled paper. Provide domestic recyclers with incentives or low interest loans.
3.Temporarily ban the import of waste paper if its price continues to fall.
In terms of subsidy amount, firms noted that the Taipei City Resource Recycling Taskforce recycles waste paper at a cost of NT$6 per kilogram whereas the government disposes trash at a cost of NT$2.4 per kilogram. The firms hope the government can bring the cost of paper recycling inline with that for trash disposal.
In response to the petition, Administrator Tsai promised that maximum efforts would be made to save the system. However, he noted that if waste paper were listed via formal announcement as a compulsory recycling item, paper firms would be required to pay recycling disposal fees making matters worse for them. Furthermore, it will not be necessary for waste paper to be included in the government’s compulsory recycling system as the waste paper recycling system is already fully developed.
Administrator Tsai said that domestic paper firms will be asked to increase waste paper use from a ratio of 2:1 to 2.5:1 to maintain domestic waste paper purchases of 2.3 to 2.7 million metric tons per annum. The EPA will also study the feasibility of establishing a Waste Paper Recycling System Stabilization Fund to provide subsidies to recyclers when market prices do not provide an incentive to recycle. Prior to May of next year, when the Government Purchasing Act’s Green Statutes go into effect, the government will take the lead in using domestic recycled paper.
In terms of funds for the Waste Paper Recycling System Stabilization Fund, the EPA is currently studying the feasibility of several recommendations. Of these, outside parties have suggested that non-operational revolving funds or trash fees in the Resource Recycling Fund could be utilized.
